Not understanding the system of secondary legislation (delegated and implementing acts) is unconceivable if you are an EU Public Affairs professional. 98% of binding EU rules are adopted in the form of delegated and implementing acts. Key decisions are taken via these decision-making processes, unfortunately characterised by opaqueness and complexity.
This workshop provides you with a strategic and operational understanding. It provides you with the tools to manage delegated and implementing acts adequate upstream and downstream.
Understanding impact assessments and how to get your messages across
The EU prides itself in evidence-based decision-making. But what does this actually mean? This workshop wants to shed light on when Impact assessments should be performed, how they are to be done, the process & bodies involved, and most importantly how to deal with Impact assessments as part of an advocacy toolbox. The workshop will also provide insights on where and how socio-economic analysis is relevant and of course on the basics of doing such an analysis.
Programme
· Inception impact assessment, Ex ante and Ex post impact assessment: what do they aim to achieve and when are they performed in the policy cycle
· When is an impact assessment required?
· Which impact is assessed, by whom and via which process?
· Impact assessment Guidelines and toolbox: the EU Commission services’ roadmap for proper IAs
· Insight on where and how to contribute in this process
· Advocating for the performance of an IA on delegated/implementing acts
· Socio-economic analysis, or in other terms a counter-impact assessment:
· The basics of performing a socio-economic analysis
· Using socio-economic analysis in legislative & policy discussions and files
